1 1/2 tablespoons milk

Stir in flour and salt till dough holds together. If dough is dry, add 1-2 tablespoons milk. Mold portions of dough around frozen centers to form 1 1/2 inch balls. Place 1 inch apart onto ungreased baking sheet. Bake 12-15 minutes till set. Remove to rack to cool completely. While icings are still wet, colored sugars or other decorations and sprinkles can be used.
