1 1/2 cups boiling water
2 packages (4 serving size) blue gelatin
1 1/2 cups ice water
1 1/2 cups boiling water
2 packages (4 serving size) red gelatin
1 1/2 cups ice water
1 cup boiling water
1 package (4 serving size) lemon gelatin
8 ounces frozen whipped topping, thawed

Spray 9x13 inch baking pan with nonstick cooking spray. Stir boiling water into blue gelatin till gelatin is completely dissolved. Stir ice water into gelatin. Stir boiling water into red gelatin till gelatin is completely dissolved. Stir ice water into gelatin. Pour red gelatin into prepared pan and refrigerate 45 minutes till set but not firm. Gelatin should stick to finger when touched. Refrigerate blue gelatin in bowl 45 minutes. Stir boiling water into lemon gelatin till gelatin is completely dissolved. Refrigerate 25 minutes till slightly thickened or the consistency of unbeaten egg whites. Stir in whipped topping with whisk. Gently spread over red gelatin layer. Refrigerate 10 minutes till set but not firm. Gently spoon blue gelatin over lemon layer and refrigerate 6 hours or overnight till firm. Decorate with additional whipped topping, strawberries and blueberries to make a flag design.
